The lowest frequency that Si5351A can generate?? on

Hi,
I am trying the lowest frequency the Si5351A can generate. Datasheet said the frequency range is from 2.5KHz to 200MHz. But when I tried, the lowest frequency that I am able to generate is roughly 760Hz. Here is the parameter
XTAL = 25MHz MSNA_P1 = 0, MSNA_P2 = 0, MSNA_P3 = 0xfffff MS0_P1 = 0xfffff, MSNA_P2 = 0, MSNA_P3 = 0xfffff R0_DIV = 111 (Divide by 128)
So why is this?
There are two more questions 1 . What's the Register 44 MS0_DIVBY4 does? There is no explnation in AN619. 2. In AN619 Section 4.1.2, in a+b/c, is there any restriction on chossing the value b and c. For example, can I choose c = 1? Or b must be less than c so that b/c is a fraction number?
