Can we use SI4432 to create a mesh network?

No, that's only for proprietary applications. You need an EFR32 device, and assuming that you're referring to Bluetooth mesh you need one with 512KB of Flash at the minimum, so EFR32BG12 or EFR32BG13.

This is what the datasheet says:
A comprehensive programmable packet handler including key features of Silicon Labs’ EZMAC is integrated to create a variety of communication topologies ranging from peer-to-peer networks to mesh networks.
So yes, you can do mesh but we don't have a ready made stack. Keep in mind that this is just a transceiver, it doesn't run the stack on the chip. If you need mesh networking maybe you should look at some of our ready-made mesh stacks like Zigbee, Z-Wave or Bluetooth Mesh.
