There are three positions a commissioner can be in:
emberBecomeCommissioner // Petitions to make this device the commissioner emberSetJoinKey // Sets key for joining node emberAddSteeringEui64 // Adds the given EUI64 to the steering data emberSendSteeringData // Sends steering data to the network
This information persists in the network data that is passed around all routers. So, if the Leader changes, the commissioner information will be available. However, Commissioner information is not stored in non-volatile memory and if the commissioner is reset, it will have to petition again.

Hi, we are interested in doing the On-mesh Commissioner method from a Thread node, as unlike the WSTK board, we will not have an LCD to read the EUI-64 and join phrase, and a Thread node deployed will not be convenient to plug in (whatever method) for the debug console.
Can you describe further how this works, and which plugins we need to make it work?
