The BLE module must be put into an advertising state in order to be seen; the factory default firmware on bare BLE112 modules is the "uartdemo" project, which boots into idle mode rather than advertising mode. However, if you flash the heart rate example, that should automatically advertise on boot.
Secondly, you generally cannot use the normal Bluetooth Settings tool on a phone to find Bluetooth Low Energy devices. See this Knowledge Base article for details:
On a PC, you must make sure that you have a Bluetooth 4.0 compatible radio, and that you are running a Bluetooth host stack which supports Bluetooth 4.0 as well (typically this means Windows 8 or later, or the latest OS X on a Mac, or the BlueZ v5.x stack on Linux).
how find on the phone without Bluetooth 4.0?
It is not possible to use BLE modules with devices that do not support Bluetooth 4.0. Our BLE modules are single-mode Bluetooth Low Energy devices, and cannot communicate with older "classic" Bluetooth; the technologies are different.
